In many socialist countries, gangs and criminals are part of the state apparatus used to control citizens by other means. So you'll see that the police really don't enforce or DAs prosecute laws. For example, if there is a project going thru a neighborhood and people living there don't want to sell the land the local govt will use gangsters to intimidate and beat up land owners until they move.
This is exactly what happened to the South side of Chicago neighborhoods in the 1960s.
And the history books call it "White Flight" and say that the Whites moved out of the neighborhoods because they were prejudiced against Blacks. The Whites didn't want to move. They were bullied out by the Black gangs.
