Launch around 4 am when most were still in bed and weather not great either. Knowing the area it looks it's on a line from Hansville Wa to north of Mt Baker. My best guess is a ship or sub. No launch facilities on land and would be too obvious and leave evidence too. Looks like east of Oak Harbor which places it in a body of water (Skagit Bay) hard to get to by sea. Deception Pass is too narrow and treacherous for vessels so they would have to take the long way around. Curious to say the least.
