My first thought on seeing that pic was "weather sounding rocket." Are there any major weather observation facilities (e.g., NOAA) in that area?
Missile launch codes (I presume they mean EWO message authenticators) and weapons system unlock codes are handled by an entirely different system. The authenticators are physical items (called "tickets"). They aren't found on a computer.
