Seems Q's saying it was launched from a submarine, but from an area infested with our subs–that area supposedly has the largest concentration U.S. nukes along with loads of submarines and submarine bases I imagine.

Who fired the missile? I find it hard to believe the Chinese or blackhats would be able to get a sub all the way up in there without being noticed, but if they did, then certainly it would have been to initiate a FF they could blame on the U.S. Q did warn of a "FF weather alert (WW)".

I doubt /ourguy/s would have fired the missile unless it was an anti-missile or anti-aircraft or anti-ship missile to take out the bad guys.
