(pics related) ok this is probably nothing but i was digging on subpens/nvl base in missile launch photo that led to digging Rear Admr Douglass Biesel (sp is correct). He was cmdr when several bases there (sub/munitions/ship) were combined into a single base. BO nom him for Rear Admr. Then I cam across this- Mueller visited his command in Guam and 6mo later he gets the Washington (state) gig. You anons rock at this stuff and me not so much, so if any of you think this worth a look and a little dig. not passing buck here, simply yielding info to higher paygrade anons who can triage and determine whether worth additional deeper look.
