Correct me if Im wrong, FISA is HOT survellience and requesting phone would be cold already happened stuff. This is requests for evidence.. Discovery period of trial? Or new investigation would allow collection of evidence. FISA is to gather current intel on an active investigation.. gathering evidence not seeing what is there that has already been "collected" so to speak.
