He saw that Anita Hill was interested in a personal relationship with him. He said no. He told her he's only interested in a 'professional' relationship with her, not a personal one (you know, the one which involves sex).
Then Specter yields time and Chairman Joe, who has been listening to this cool honest black man talking to Specter about turning down a sure score and it drove him up the wall. His interrogation of the cool dude, John Duggett, begins at 9:29:72. Creepy Joe never learned about the Birds and the Bees. He's never related to a woman as a normal man.
