I think the top part should be more welcoming and concise because this page is confusing when you come here as a newfag. Maybe change the welcome page link text at the top from "First time on 8chan? First time on /QResearch/? Click here before posting, newfag." to something like "Welcome to QResearch, please read this first."
They don't, they just leave because it's so overwhelming. Are we trying to help awaken them? Or make them feel stupid because we are smarter than them?
