If it was launched from a sub you would not see that. By the time it broke the surface it would be burnin' hot and clean. Puget Sound is deeper than a lot of people realize. Saratoga Passage and Skagit Bay (where the launch probably originated) are at least 300ft deep once you get away from the shoreline with the deepest parts reaching almost 900ft elsewhere in the Sound. Plenty of water for subs to travel just about anywhere submerged.
