They took a mostly harmless plant that can replace many pharmaceuticals and improve many people's lives, that is incredibly easy to grow (for free), and made it strictly regulated.
Now, they can prevent many from using it at all, create a legal niche to abuse citizens, and force many who do use it to interact with black market drug dealers who can prey on some and get them on more harmful substances.
People have used it for thousands of years, it has been illegal for 100.
