I 'want to believe' there'll be a false flag attack, but there won't. That would ensure action, positive or negative doesn't matter, the fact that something is moving does. I don't see that happening. A plan like that can't be undone and changed once executed.
No, a slow, soft kill is what the doctor ordered. Keep things bad enough you can't make a profit and be safe in your streets, but not bad enough you revolt and force change.
