With US fleet at least it used to be national command authority would send an EAM with authentication code telling the crew to launch, strike package. Two keys needed. Captain (and senior officers) technically had unfettered discretion, could have easily had rogue officers launch a nuke. The US now vests all authority with the President. Not sure how the launch procedure was modified to keep the captain and officers from starting a nuclear war. If this is still how the UK functions then yeah, wouldn't need a comped crew just comped officers.
