Also it is goofballs that we aren't harvesting tidal energy. There are two main designs. one floating lever that pumps along with the waves, and then basically these same wind turbines under the water being spun by the currents going in and out. one grate will keep fish out.
There is another design that uses a tidal wall with turbines the same way as a dam does. 3'-4' of water of whatever size you want pressure pushing on the turbine, and it would work both ways. the scalability of that is both coasts. it needs a battery network though b/c of slack tide.
