Repeal the 17th Amendment and then Senators would have an incentive to pay attention to the 10th. Most of the massive expansion of Federal government, using flimsy reasoning such as extremely expansive interpretations of the "commerce clause", came after the direct election of Senators. Direct election sounds good at first glance, I mean giving the people more power right? But on closer inspection, it's just an easier route for elites to trade campaign cash for policy. Senators no longer have any real allegiance to their state governments. State vs. Federal power is also a check/balance and the 17th removed that completely.
