Via a hardcode in the 8kun site code.
Fred Brennan pointed out that the code exists if the site admins wanted to use it.
So far it is the most logical explanation for how Q's old TC would show up after the Salt Rotation earlier that Friday.
Certainly way better than some mystery unexplained by Jim workaround for Q by CM before leaving that isn't mentioned in their previous exchanges in the drops.
And since Q doesn't do private comms it's highly doubtful that explanation is legit.
