He witnessed what [They] did to our culture and country. He saw the toll drugs took on teens in the 60s. Dead kids from alcohol and barbituates. People acting very strangely on LSD. He saw California and Hollywood decay. Cannabis got connected to that. It was often the first 'drug' that young people tried. His statement is easier to understand in that context.
