Just think of all positions POTUS has filled and replaced/changed personnel. Not simply (or always anyway) due to incompetence.
Ex: SOS-Rex Tillerson
His expertise was conflict states due to his oil career. He was necessary for working with Saudi Arabia, Russia, South America (ie: Venezuela). At that time period the Q plan was kicking off; essentially w/ Saudi Arabia first (Vegas shooting, then Middle East support against ISIS/Israel/Iran/etc). He ended his phase in Africa.
Then SOS- Mike Pompeo
He first went through the CIA both cleaning house and gathering vital intell for his next phase as SOS. Ex. North Korea. He had to untangle the CIA's hold on NoKo before he could "negotiate" anything as SOS. Plus he knows the CIA secrets re: NoKo that he wouldn't have necessarily had access to as SOS. That made it possible for him to be trusted/authoritative and successful.

Re: Ryan and GOP voting on/pushing DACA.
Q said those leaving congress can vote/make decisions freely now b/c they aren't beholden to reelection. With that said:
2 theories:
1) Ryan is trying to make cuckservatives look stupid and get voted out by competing GOP candidates.
2) (my personal opinion) The GOP is trying to stop a serious problem. When Obama is proven to be a fraud all his orders/appointments/etc can or will be overturned; that includes DACA. If that occurs then immediately 800,000+ people will be illegal (once again) and they're already on a government watchlist meaning ICE would be liable to immediately begin deportation efforts. To both stop this crises event and make GOP appear compassionate to latinos the are pushing to get them legalized now. (Think about how POTUS had to fire and rehire Huber. Same kinda situation.)
