Earlier an Anon suggested ARM means "Acting Representative Majority" which makes sense if you are comparing the House with elected representatives to a House with numerous "acting representatives" appointed by state governors while the elected reps are unable to serve.
Have not found an government definition for "acting representative", but this article discusses "interim" versus "acting" appointments.
