Well, think about it a bit here. Depending on where he lives (I truly have no idea) there's 1st and last mo. rent, security deposit, moving expenses, and potentially a hotel for a night or two. Then there's the possibility of distance of the move meaning more costs.
It's not at all unreasonable for it to cost $10k - or more, for that matter.
It makes TOTAL sense - While a true majority of the nation (51%) is supportive of Trump's handling of the NK situation, even as the vast majority of the bobble heads are doing their level best to spin it against him (and failing HARD), the best possible time to release such a massive fuck-you dump of information from CLEARLY and almost INARGUABLY unbiased investigative sources (IG+H) (Huessein appointees originally).
Ride a massive wave of support, release + apprehend at the apex of the wave of support = get while the gettin is good.
And notably as well, only 50% of Dems support Mueller any more (and falling). Hell, 20% of Dems are essentially fed up with the SC screw job.

Reminder:
RR/DoJ does not control the IG report release itself. That is the domain of Horowitz and Horowitz alone. He is not answerable (in these matters) to RR/Sessions but rather, directly to Congress and POTUS.
