Was Trump hanging on to SIGINT for his defense and now can't use it?

2023 NDAA hasn't been taken up in the Senate yet.
Schiff's amend is in there.
An amendment numbered 447 printed in Part A of House Report 117-405 to prohibit the use of evidence obtained by or with the assistance of a member of the Armed Forces in violation of the Posse Comitatus Act in a court or other legal proceeding.
It has passed the House but is not law, yet.
