This will indicate to the public and media that someone is hiding something.
Of course POTUS could instantly order it released in full.
But if he does that, MSM and the never Trumpers Resist movement will claim POTUS is interfering with an investigation, that POTUS is trying to escape from Mueller's investigation, etc.
So it cannot look like the declassification is initiated by POTUS. It must look like he only declassifies it reluctantly, because of the demands from We The People.
