I worked in Washington state in a reentry program for youth felons. DSHS here is deffinately implicated in funneling offenders back on the streets. The program was at a technical college that had a child care and nursing program, yet DSHS was not following proper protocol for their Youth sex offenders. They weren't even telling the instructor.
