Seems the banners reappeared the year after the Q pics (i.e. 2014/2015) and this series of photos mark differences between the two years, such as the shroud/s on rooftop of Westminster Palaace and mark the similarities, such as persistence of the pair of cranes behind the LE.
That image provides view of the space along the riverwall between the HISP entrance and the Sir Joseph Bazalgette Memorial. The top of the gate at the ramp near the memorial was decorated with string lights but I can't make out if there was or was not an signboard on the riverwall, as per the Q pic of previous year. Can Anons?
The 2014/2015 NYE banner looks like a very good match for the banner from previous year.
Evidence mounting that the 1st Aid symbol appeared on banners beginning in 2013/2014 NYE (not in 2012/2013).
The lanes on Victoria Embankment had not been modified between 2013 and 2015 NYE and that pic of the two people on the meridian illustrated that nicely. Look to the right of camera frame along the kerb; is that a 1st Aid sign on lower part of the lamp post?
Will leve it to you Anon to provide monikers to each of (3) banners found so far. Could you list each and describe location and content of each (stations closed, directions, that sort of thing)? What does each tell us and what does the combination of banners telll us, directly and by inference?

There were changes made between 2012 and 2014. Sponsorship of free rides on TfL plus ticket-zones. Will need to find more details but this is a start for diggerz interested in nailing down the specific meaning of the banner signs.

Yeh, that looks like the back of some kind of a sign, even if its shape seems a bit off for a Q match. Still, it could be captured and confirmed in other views of that area from 2014/2015 NYE.

As with many of our digz, the winter of 2013/2014 was one of transition regarding the NYE events.
Here is a Mayor document that was produced in the wake of the growth of the Fireworks event of 31-DEC-2012; it describes the plan, going forward, for 2014-2016, but has precious little about the target interval in-between. So 2012 prompted a plan; that plan skipped 2013/2014 and was all about the three years that would follow.

There may be ways to inquire for documents that will provide more details regarding the signage and the meaning of the banners. Could be just a matter of inquiring of the Mayor's office - as they would be public records. Apparently issues were raised and it was to these issues that the changes were addressed.

Significance?
That;s a very gud possibility.
The Santa Claus Skate took place 15-DEC-2013 and it is hard to be certain but it looks like the 1st Aid sign was not on the post by the Cabman shelter that week before Christmas. If that was so, then, its later appearance closer to NYE would be supported by this video of the santas on skates.

And that tightens the time interval for that 1st Aid sign - sometime AFTER 15-DEC-2013 and BEFORE 31-DEC-2013.
Again, if we substantiate THAT timer interval, then, give the persistence of the 1st Aid sign into beginning of March 2014, that would move the Q bookend, at least for the CH pics, right up to end of DEC 2013 and possibly earlier in December.
Need to find that evidence which directly connects the appearance of that 1st Aid sign to NYE. Could look earlier than NYE?
