When people who potentially committed crimes leave government abruptly, I always wonder if it's a delay tactic if and IG is investigating or getting close, retire so they no longer have authority to punish you. Then once they leave it would have to be referred to the DOJ for prosecution since they're no longer employed with government. And sometimes it seems like the IG investigations are kept tight until completion (where they write a report and nothing happens). So could be a good delay tactic. (I'm not sure that's how it works, but have wondered if that's the case.)
