Mr. Biden: After you pay your loan for 20 years, your obligation will be fulfilled if it hadn't already been fulfilled. Meaning you won't have to pay any more .Period.

Susan Rice [White House press conference]: This new plan [college loans] protects more low-income borrowers from making any payments, and caps monthly payments for undergraduate loans at 5% of a borrowers discretionary income.
Rice: If you have worked in public service, for example, as a teacher, a government employee, a military service member, for ten years, even if those years were not consecutive, you are eligible to have all of your federal student loans cancelled.

Rice: That remains to be determined.

Rice: Congress gave the Secretary of Education, in the Heroes Act, the authority to do this.
