Bharat Ramamurti [White House press conference]: This [loan forgiveness] is paid for. It is paid for, and far more, by the amount of deficit reduction that we're already on track for this year.
Ramamurti: Since last July, we have forgiven, under the statutory term of the PPP program, more than $350 billion worth of loans.
Reporter: You're using a 2003 law to justify why COVID is a national emergency, and why debt relief is needed. What's you response to critics that say that's a stretch in the law?
Ramamurti: I'm not a lawyer, so I don't want to get into too much of the legal nitty-gritty. Both the Department of Justice Office of Legal Counsel and the General Counsel Office of the Department of Education have looked at the text of the statute, and 'believe' that the action that [debt relief] is legally justified.

Ramamurti clumsily attempted to explain why the debt cancellation cost plan would not cost what a new estimation is saying: upwards of one trillion dollars. He failed.
