I have a feeling that the "Comey broke from procedure, but did not display overt bias" refers to one specific act of Comey's.

 

That act refers to his taking the decision about prosecuting Clinton from the DOJ, and making it himself. His reasoning was that it would have looked even worse if the decision was made by Loretta Lynch following the publicity about her meeting with rapist Clinton on the tarmac.

 

Regarding Comey, the I.G. has a huge number of other actions and decisions to consider.

 

One tiny aspect of the report has been leaked and spun.

The U.S is not the only Country which suffers from Fake News.

 

The Korean leadership has to lead their people peacefully through a complete and sudden volte-face regarding Defence and Foreign policy, and it is therefore natural that the Korean papers will spin things as favourably as possible towards Kim Jong Un's position.

 

We should not take for granted our Fake News reports about Korean Fake News. I have already noted that the US always translated N.K Government announcements into pidgin English to make them look stupid.

 

Before we believe anything about what our journalists claim that the NK papers said, we need Korean speakers with access to the reports to verify them.

 

I can't read Korean, and I do not believe for one moment that the NK media is being accurately quoted all the time.
