I always thought of operation Warpspeed as an intervention process to prevent the poisoning of even more Americans than what was happening at the time.

Warpspeed was a way the military could establish new shipping lines so they can be in control of foods, medical, and other crucial services, making sure the states are getting what they need when biden admin seized unlawful control as they started shutting down shipping ports of entry.
They also had to provide a lifeline to the subnormal NPC's so the media demons wouldn't frenzy them into a hype of full on autonomy of fear, destruction, and chaos.(potential civil war stuff)
