If you look close, everywhere the new clouds form, the whiter ones, they are emitted from the straight lines. There are multiple straight lines emitting simultaneously to give the impression of many clouds forming. In 3D animation these placeholders where particles are emitted are called sprites. They are usually simple 3D objects like cubes, spheres, rectangles, and tubes. The only thing that they are building up is a narrative and will probably at the time of arrival, just use DEW weapons and microwave the targeted area's atmosphere.
