That’s Hell, Michigan. Never been there myself but my wife’s aunt went there once and brought home a refrigerator magnet that said something along the lines of “I’ve been to Hell and back.” and it had “Hell, Michigan” at the bottom of the magnet. It (the magnet) was a lot of fun at first, but it’s been on the wife’s grandmother’s fridge for nigh on 25 years now so the fun has worn off… just nostalgic now.

When TPTB need him to be coherent (e.g. giving a speech), they Jack him up on some concoction of Frankenstein juice (probably something DARPA developed) and voilà, he’s sharp as a tack.
Even when he’s jacked up on the juice though, they can/do controlEVERY SINGLE WORDhe says (probably another DARPA technology, maybe even incorporated into the Frankenstein juice).
When he’s incoherent and babbling some nonsense in front of a camera, this is also by design.
TPTB use his senility to send the clear message that they control potato.
When other world leaders see his demented side, they know he’s not in control of himself. Thus they instinctively understand that someone else (or some group of people) are in control. They also understand that whoever it is that’s in control wants them to know it.
