Hillary, Comey are going to act pleased no matter what, as the evidence of their misdeeds is further exposed. They are minimizing it. Horowitz is not a prosecutor, just a government-efficiency investigator. To hang them, we have to take the evidence he provides as the basis and build criminal or military cases against them.
BTW WaPo doesn't think it's a soft report.
Hillary did her misdeeds on non-governmental computers and devices. Therefore it wouldn't be examined by an IG.
