Heck, I wouldn't be surprised if NK would like to convert old, aging munitions into rubles, or GAS/OIL, or food, etc….
They certainly have HUGE stockpiles of Russian spec'd ammunition.
And their need for cash/Russian commodities is probably as high as it has ever been.
