I read this announcement from the State dept, and the first thing I noticed was that it says money will be given to two groups, but does not breakdown how much each one gets. One of them, the IIIM is all about investigating and collecting evidence of serious crimes. It does not say whose crimes. Technically, it could lead to charges against the Syria Civil Defense if what people say about their fakery and collusion with ISIS turns out to be true.
And it does not say that the money is to fund the Syrian Civil Defense in whatever they do, it specifically refers to vital life-saving operations. If, as their detractors have reported, they just use the money on themselves and do not provide any medical or food aid to civilians around them, then this is just an opportunity for the SCD to commit more crimes while being observed by the IIIM.
It really is necessary to think carefully, read carefully, and use logical reasoning, not just take things at their face value.
