The United States of America were formally created by an act of the Second Continental Congress on this day in history, Sept. 9, 1776.
The congressional decree stated: "That in all continental commissions, and other instruments, where, heretofore, the words ‘United Colonies’ have been used, the stile be altered for the future to the ‘United States.’"
"The moniker United States of America has remained since then as a symbol of freedom and independence," states the National Constitution Center.
The phrase echoed a term first used with global consequence just two months earlier in the Declaration of Independence.
The document begins by stating that it is "the unanimous Declaration of the thirteen United States of America."
After enumerating a lengthy list of grievances against Great Britain, the 56 signatories stated: "We, therefore, the Representatives of the united States of America … solemnly publish and declare, That these United Colonies are, and of Right ought to be Free and Independent States."

Police are investigating a "suspected gang-related shooting" at a downtown park in Uvalde, Texas, that left two juveniles wounded on Thursday, authorities said.
The shooting happened around 5:30 p.m. at Uvalde Memorial Park. Police urged the public to stay away from the area, saying that it's an active crime scene.
The two wounded juveniles were transported to hospitals in San Antonio for treatment. Their conditions weren't immediately known.

SALT LAKE CITY (AP) — A former Utah city mayor and bishop with The Church of Jesus Christ of Latter-day Saints has been arrested on accusations he sexually abused at least three children decades ago.
Carl Matthew Johnson, 77, was arrested Wednesday and booked into the Davis County jail in northern Utah on suspicion of seven counts of sex abuse of a child, according to a probable cause statement.
Investigators say Johnson acknowledged abusing three victims in 1985, 1993 and 1996 and estimated there was a total of six victims as young as 2-years-old, according to the document. He told investigators he had struggled “controlling his sexual urges” most of his life.
Some of the alleged abuse occurred in the same years as he was mayor of West Bountiful, a city just outside of Salt Lake City that he led from 1990-1997.
The investigation is still ongoing, but so far Johnson is only booked on charges stemming from three victims. Johnson had not yet been charged as of Thursday afternoon and it was unknown if he had an attorney.
Johnson was in a “position of trust” over each victim, but investigators don't explain what that was in the probable cause document. Stephanie Dinsmore, spokesperson for Davis County Sheriff’s Office, also declined to explain.
The victims told investigators they were told not to tell anyone, and Johnson used his position to suppress disclosures, according to the probable cause statement.

Former Atlanta official gets 14 years in corruption case
A pastor, political operative and former high-ranking Atlanta city official was sentenced Thursday to 14 years in prison after a jury found her guilty of charges stemming from a long-running federal investigation into corruption at City Hall.
U.S. District Judge Steve Jones told Mitzi Bickers that the evidence showed that she was involved in “a deliberate, calculated plan to cheat” the taxpayers of Atlanta over a number of years. In addition to the prison time, he ordered Bickers to pay nearly $3 million in restitution to the city and to serve three years of supervised release once she's out.
Bickers, 56, was the first person to go to trial in the investigation into corruption during the administration of former Atlanta Mayor Kasim Reed. She helped Reed win election and then worked as his director of human services for several years. Prosecutors said she used her influence to funnel roughly $17 million in business to city contractors Elvin “E.R.” Mitchell Jr. and Charles P. Richards Jr. in exchange for more than $2.9 million in bribes for herself and others.

The Berkeley Democrat is facing pressure to resign after Project Veritas, a right-wing organization that secretly tapes progressive politicians and edits the tapes often showing a politician in an unflattering light, released a second video this week of Matthews making disparaging comments about white people.
“You ought to know who you’re dealing with. You’ve got to treat them like sh–. That’s the only way they’ll respect you,” Matthews says in the recording, noting she lives in a mostly white town and her district leans Republican. “I keep them right here, like under my thumbs. That’s where I keep them. You have to. Otherwise they get out of control like kids.”
Coast Guard Sidelines Cutter Commander After Mishap on Board

The Coast Guard has relieved the commander of the National Security Cutter James while the service investigates an undisclosed incident that occurred on board.
Capt. Marc Brandt was relieved Aug. 26 and temporarily reassigned to Coast Guard Atlantic Area in Portsmouth following a mishap in which "no personnel were injured," according to a press release published Friday. The service did not provide further details.
The reason given for the relief was that the service no longer had confidence in Brandt's ability to command.
"Vice Adm. Kevin Lunday, commander of Coast Guard Atlantic Area, effected the relief due to a loss of confidence," the release noted.
Brandt, a 1998 graduate of the U.S. Coast Guard Academy from Exeter, California, has spent much of his career on cutters, previously commanding the patrol boat Stingray and the Medium Endurance Cutter Northland, and serving as executive officer of four cutters, including the National Security Cutter Stratton.
He also served as an exchange officer with the U.S. Navy, earning his surface warfare officer qualifications on the guided-missile cruiser Antietam. He was deployed on that ship while it served as part of the Carl Vinson Strike Group in the Arabian Sea following the Sept. 11, 2001, terrorist attacks.
Attempts to reach Brandt for comment were unsuccessful.
Capt. John Driscoll was appointed temporary commanding officer of the James while the investigation is underway, according to the Coast Guard.
The James is homeported in Charleston, South Carolina. Commissioned in 2015, it is one of the service's largest ships, with a crew of 148 service members. The 418-foot Legend-class vessels, of which there are nine, participate in maritime search and rescue, counter-drug operations, fisheries enforcement and national security missions that include Navy operations and foreign training.
