Biden Brokers Tentative Deal Averting Nationwide Rail Strike

WASHINGTON, Sept 15 (Reuters) – President Joe Biden’s administration secured a tentative deal on Thursday to avert a railway strike that could have wreaked havoc on the U.S. economy, but union members angered by tough work conditions have yet to ratify the agreement.

 

A deal between major U.S. railroads and unions representing tens of thousands of workers was reached after about 20 hours of talks brokered by Labor Secretary Marty Walsh. Workers agreed not to strike while votes are tallied over the next several weeks, avoiding a stoppage that could have started on Friday.

 

Delivering remarks in the White House Rose Garden, Biden called the deal a “big win for America” and promised more worker-company agreements in the future. Averting a strike helped the Democratic leader avoid fresh supply chain shortages and inflation hikes ahead of November’s midterm elections.

 

“I’m optimistic that we can do this in other fields as well,” Biden said. “Unions and management can work together for the benefit of everyone.”

 

Walsh held the contract talks in Washington between unions representing 115,000 workers and railroads including Union Pacific, BNSF, CSX, Norfolk Southern and Kansas City Southern.

 

If they accept the deal that was announced at about 5 a.m. (0900 GMT), workers whose pay had been frozen would win double-digit increases and would be allowed to seek certain types of medical care without fear of being punished, union leaders said. The agreement also includes an immediate 14.1% wage rise, the railroads said.

 

Workers have gone three years without a raise amid the contract dispute, with talks stalling over attendance, sick time and scheduling issues. Only two of 12 unions – representing less than 10% of the workforce – are known to have ratified new contracts with freight railways.

 

The unions, including two large groups representing around 60,000 workers, will need to persuade their members to vote for Thursday’s deal. That might be a tough sell, labor experts warned.

 

“There’s a lot of anger among the members of these two unions because they feel, after being essential workers during the COVID pandemic, they were getting screwed on the attendance policy and getting punished for taking sick leave,” said Seth Harris, a professor of Northeastern University and former Biden administration official focused on labor and the economy.

Negotiations on an agreement had stretched for more than two years, leading Biden to appoint an emergency board in July to help break the impasse.

 

Biden’s Democrats, who regularly voice support for unions, face November elections that will determine whether they retain their narrow control of Congress. Republican control would likely block much of Biden’s legislative agenda for the next two years of his presidency.

 

Congressional leaders had threatened to pass legislation imposing a resolution on the railroads and unions if the negotiations were not successful.

 

U.S. House of Representatives Speaker Nancy Pelosi praised the tentative agreement and said Congress was ready to act.

 

“Thankfully this action may not be necessary,” Pelosi said in a statement.

 

A rail shutdown could have frozen almost 30% of U.S. cargo shipments by weight, stoked inflation, cost the American economy as much as $2 billion per day and unleashed a cascade of transport woes affecting U.S. energy, agriculture, manufacturing, healthcare and retail sectors.

 

Railroad shares pared initial premarket gains after mixed economic data, with Union Pacific up 2% in midday trading and CSX down 2.3%.

 

Oil futures fell about 4% to a one-week low on the deal amid expectations for weaker global demand.

 

The impact of a shutdown would have stretched beyond U.S. borders because trains link the United States to Canada and Mexico and provide vital connections to massive ships that ferry goods from around the globe.

 

Amtrak, which runs U.S. passenger rail, said it will resume normal service on Friday after canceling long-distance trains in anticipation of a strike.

WORKFORCE CUTS

 

The railroad industry slashed almost 30% of its workforce over the past six years, cutting pay and other costs as companies increased profits, stock buybacks and dividends for investors.

 

Profits at BNSF, owned by billionaire Warren Buffett’s Berkshire Hathaway, rose 9.8% in the quarter ending June 30 to $1.66 billion.

 

The number of U.S. railway workers has dropped from more than 600,000 in 1970 to about 150,000 in 2022, according to the Bureau of Labor Statistics, due to technology and cost-cutting. The result is that many industry workers are on call at all hours, waiting to respond at short notice to work for days at a time.

 

Thursday’s deal follows some earlier recommendations of the president’s emergency mediators. It includes a 24% percent wage increase over a five-year period from 2020 through 2024 as well$1,000 lump sum payments in each of the next five years.

 

Biden, who has criticized companies for raking in “excessive” profits, faces other supply-chain labor issues. Some 22,000 union workers at 29 West Coast ports that handle almost 40% of U.S. imports are also in high-stakes labor contract negotiations.

Stone of Scone, also called Stone of Destiny, Scottish Gaelic Lia Fail, stone that for centuries was associated with the crowning of Scottish kings and then, in 1296, was taken to England and later placed under the Coronation Chair. The stone, weighing 336 pounds (152 kg), is a rectangular block of pale yellow sandstone (almost certainly of Scottish origin) measuring 26 inches (66 cm) by 16 inches (41 cm) by 11 inches (28 cm). A Latin cross is its only decoration.

 

According to one Celtic legend, the stone was once the pillow upon which the patriarch Jacob rested at Bethel when he beheld the visions of angels. From the Holy Land it purportedly traveled to Egypt, Sicily, and Spain and reached Ireland about 700 bce to be set upon the hill of Tara, where the ancient kings of Ireland were crowned. Thence it was taken by the Celtic Scots who invaded and occupied Scotland. About 840 ce it was taken by Kenneth MacAlpin to the village of Scone.

 

At Scone, historically, the stone came to be encased in the seat of a royal coronation chair. John de Balliol was the last Scottish king crowned on it, in 1292, before Edward I of England invaded Scotland in 1296 and moved the stone (and other Scottish regalia) to London. There, at Westminster Abbey in 1307, he had a special throne, called the Coronation Chair, built so that the stone fitted under it. This was to be a symbol that kings of England would be crowned as kings of Scotland also.

 

On Christmas morning 1950 the stone was stolen from Westminster Abbey by Scottish nationalists who took it back to Scotland. Four months later it was recovered and restored to the abbey. In 1996 the British government returned the stone to Scotland.

The Protocols were written at the start of antisemitism in Russia, with thousands of Jews fleeing the country and the start of the pogroms, Jewish concentration camps. Setting the scene for antisemitism was Frederick Millingen’s The Conquest of the World by Jews and Hippolytus Lutostansky’s Jews and the Talmud. Both works claimed that the Jews wanted to divide Russia up for themselves. Jews were also blamed for the loss of the Russo-Japanese war and the revolution of 1905.

 

A member of the Czarist secret police, Professor Serge A Milus, is reported to have edited and initially published the protocols. The Protocols first appeared in a Russian newspaper, Znamya, in 1903. It was published originally in 1905 in a book titled The Great in the Small: The Coming of the Anti-Christ and the Rule of Satan on Earth. This was written by Serge A Nilus. Most agree that the protocols were fabricated sometime between 1897 and 1899 under Pyotr Rachovsky, head of the Russian secret police.

 

It is generally accepted the Protocols of the Learned Elders of Zion was a forgery. In 1921 the London Times produced conclusive proof that the Protocols were a forgery, describing the Protocols as a “clumsy forgery”. Most of the passages of the Protocols have been taken from a French political satire that never mentioned Jews – Maurice Joly’s Dialogue in Hell Between Machiavelli and Montesquieu (1864). The phrasing between the two texts is almost identical.

 

The protocols would come to play a significant part in the Jewish Holocaust. They had a serious influence on Adolf Hitler who mentioned them frequently in Mein Kampf. The Nazi party published 23 editions of the Protocols before the start of World War II.

 

In 1935 a Swiss court declared the Protocols as “ridiculous nonsense” and “obvious forgeries”. The US Senate issued a report in 1964 that the Protocols were fabricated. However even while the Protocols were ridiculed by many, it also had quite a following. In 1974 it was published in India under the title International Conspiracy Against Indians. In 2004 the Protocols were published in Japan. In 2005 an edition of the Protocols of the Elders of Zion, authorized by the Syrian Ministry of Information, claims that the Elders of Zion coordinated September 11, 2001, terrorist attacks on the United States.

 

It is worth noting that the Bible is only mentioned once in the Protocols and that the Old Testament is quoted in Latin. The Protocols also claim that the Jewish elites had a hand in the French revolutions. However, this is cited as evidence largely discrediting the work of the protocols. At the time of the French revolution, there were only a handful of Jews who were, by and large, the subjects of antisemitism. However, this can also be construed in the opposite light, that there was antisemitic behavior followed by unrest and upheaval, meaning that the antisemitism was proven correct.

 

Despite the declaration that the Protocols are a forgery, there are still many followers, described as Neo-Nazi, White Supremacists and Holocaust deniers. Books based on the Holocaust are disseminated worldwide and has a surprising following in Japan, where there are little Jews. The Arab and Islamic world actively teach the protocols to children. It is often used to justify terrorism against Israeli citizens. There is no denying that it is a forgery, however a very accurate one.
