I can't help but suspect they are trying to find a way (or ways) to stir-up more trouble. NOT to promote peaceful settlement.

Well, certainly all these things pre-existed, latent, waiting for opportunities to express themselves, or be sparked back into a flare-up by "agents"… There is certainly plans in Langley to initiate a reignition of all such problems when it is deemed "necessary".
ESPECIALLY all along the borders of Russia, in all the former soviet republics.
Also, I can't imagine the Russians are not deep undercover in exactly those same countries, probably watching every langley agent each time they choke their chicken and take a dump.
