The official reports, especially USGS, have been wonky for decades. Just look at Fukushima. A 9-mag quake with no structural damage…right…
I'm no expert, but I do know that the vast majority of quakes are WAY deeper than 10 km, and a statistically impossible number of anomalously shallow ones are reported at 10 km. Jim Stone, the guy who did the Fukushima Report, wrote that 10 km would be the perfect depth for haarp-induced quakes.
