Or maybe he should be approaching it with the mentality of not all the agents/employees are bad and even some that may be in the wrong did not necessarily do those wrong things intentionally?
Don't punish an entire group for the wrongdoings of a few, no matter how bad or what positions they hold. Just remind them of their responsibilities and reinforce ethics.
I actually approve - but then I've lead people, small and large groups, and business as well as military.
