NHK just played a clip of Schumer:
"Anyone hoping to use this report to undermine the Mueller probe, or prove the existence of a deep state conspiracy against Mr. Trump will be sorely disappointed."
If that is what they are doing, which seems very possible, they would be acting as undercover assets with the task of routing out ingrained corruption. I don't think such actions would be considered 'entrapment'. Crooked police departments have been infiltrated in this way.
They are literally plotting against the country itself, with the intent of helping to overthrow it. All should be in chains for the rest of their lives, if not executed.
