I think it has something to do with confidentiality. IG is independent from AG, but only in the sense of operational control and reporting inside of the DOJ. If a report from the IG "needs to be made public", the AG (or in this case, Deputy AG; since Sessions is recused) has "Authority" to redact info on the grounds of "National Security"; or whatever fucking reason he chooses.

 

That's when DJT comes in. EO to un-redact. That's where the DOJ line of succession comes into play. Watch this:

I was theorizing that a moment ago. You can use qanon.pub and find all posts signed with Q+. Interesting dig, actually. Those posts seem to have a common theme to them.
