Top EU diplomat Borrell: No chance of Iran deal breakthrough at UN

NEW YORK — EU foreign policy chief Josep Borrell tamped down expectations of a breakthrough on the Iran nuclear deal at the United Nations General Assembly this week, saying he does not believe a meeting with Iranian President Ebrahim Raisi would be productive. In an interview with POLITICO on the sidelines of the General Assembly, Borrell said the EU has been pushing all parties “to finally run the last 10 meters” in the process to restore the 2015 nuclear agreement. But he said he did not predict any major progress soon on this issue amid the ongoing EU-led negotiations. “For the past three months, the interaction, the multistep process was converging. The activity between the parties was improving the result. But in the last weeks, this was not the case. Now we are at a stalemate. Now we are stopped.” Borrell said. “The past proposal, the last request from the Iranian side, was not exactly pushing for an agreement and if we had to say today if something happened this week, I would say ‘I don’t think so.’” The landmark 2015 deal was negotiated under Barack Obama’s administration in the U.S., along with the other permanent members of the U.N. Security Council — China, France, Russia and the United Kingdom — plus Germany, with facilitation by the EU. It lifted sanctions on Iran in exchange for curbs on its nuclear program. But it hit a roadblock in 2018 when then U.S. President Donald Trump pulled out of the agreement. Behind the scenes, negotiations to revive the Joint Comprehensive Plan of Action (JCPOA), as the deal is officially known, have been taking place sporadically for roughly a year and a half. But a “final text” negotiated by the EU last month has yet to be endorsed by Iran or the U.S. When asked by POLITICO if he would be prepared to meet Raisi, who is also in New York for the General Assembly, Borrell noted he had traveled to Tehran in June to try to unblock the process: “They promised me, they went to Doha. They went to Vienna.” He added: “I don’t think it’s something that can be solved meeting the president.” The EU’s Iran point-man, Enrique Mora, is also attending the U.N. General Assembly, while U.S. Secretary of State Antony Blinken too is in New York, though the State Department has played down any possibility of a face-to-face meeting with the Iranian representatives. Raisi is accompanied by Iranian Foreign Minister Hossein Amir-Abdollahian and nuclear negotiator Ali Bagheri Kani and is expected to hold bilateral meetings on the fringes of the annual gathering. Privately, other officials are also pessimistic about a breakthrough on the deal before the U.S. midterm elections, given the political sensitivity of the issue, with Republicans, and even members of U.S. President Joe Biden’s Democratic party, skeptical of restoring the deal due to concerns it would be weaker than the original 2015 agreement. Under U.S. legislation, Congress also has 30 days to review any new agreement with Iran.

The White House announced Monday that it had successfully organized a prisoner exchange with the Taliban regime and had secured the release of an American contractor from their custody. Navy veteran Mark Frerichs was working as a civilian contractor in Afghanistan before his abduction in January 2020 and had remained in Taliban custody throughout the group’s takeover of the country, according to the Associated Press.To secure his release, the Biden administration handed over Bashir Noorzai, a convicted heroin trafficker whom the U.S. had imprisoned for 17 years. Noorzai had previously maintained close ties to the Islamist militant group that now reigns in Kabul and his operation was a source of critical funding for its prior regime. Biden lamented the cost of the trade, but ultimately stood by his efforts to repatriate an imprisoned American. “Bringing the negotiations that led to Mark’s freedom to a successful resolution required difficult decisions, which I did not take lightly,” the president said, per the outlet. Noorzai expressed hope that his trade would pave the way for lasting relations between Kabul and Washington. “I pray for more success of the Taliban,” he said upon his release. “I hope this exchange can lead to peace between Afghanistan and America, because an American was released and I am also free now.” The newly released drug trafficker will likely face an uncertain economic future in the new Taliban-led Afghanistan, as the group has made significant efforts to crack down on the drug trade that funded its decades-long struggle with Western powers. Frerich’s release marks a rare success in prisoner exchanges for Biden. Among the most high-profile cases currently ongoing are the Russian detentions of Paul Whelan and Brittney Griner.

California Gov. Gavin Newsom will run for president if Biden does not, says fundraiser
California Gov. Gavin Newsom (D) will seek the Democratic presidential nomination if President Joe Biden does not, even if it means challenging Vice President Kamala Harris, a leading political fundraiser told The Wrap Monday. Newsom, who recently extended a challenge to Florida Gov. Ron DeSantis (R) over his relocating 50 migrants to Martha’s Vineyard, plans to make a formal announcement after the midterm elections once Biden announces his plans on whether to seek a second term, the outlet reported. “After this midterm election is over, he absolutely is going to announce that he is running for the presidency once Biden announces that he is not running,” a prominent California fundraiser with close ties to Newsom told TheWrap. “No ifs, ands or buts. He will run if Biden does not.” In a recent interview with CBS’ “60 Minutes” Sunday, Biden said it was “much too early” to say one way or another if he was running. “Look, my intention, as I said to begin with, is that I would run again,” Biden said. “But it’s just an intention. But is it a firm decision that I run again? That remains to be seen.” Newsom, who is currently seeking reelection against Republican Brian Dahle in the Golden State is expected to prevail since the state heavily leans Democratic. Formally, the California governor's office has tried to dispel the 2024 run report. In July, while visiting the White House, he gave an interview saying as much. “I’ve tried to say, no, no way, in every way I possibly can!” he said in an interview in July.“I may need advice and counsel of what’s the language to express ‘absolutely no!’” But many are predicting a presidential run since he has also been running ads aimed at Texas Gov. Greg Abbott about gun laws there, and continues to pursue Gov. Ron DeSantis.

DeSantis and Newsom have been speculated as potential alternatives to their parties’ standard bearers – former President Donald Trump and current President Joe Biden. Trump has consistently polled well among Republicans, winning multiple straw polls over his rival DeSantis. But polls of the general electorate have also found most Americans don’t want either Trump or Biden to run for the White House in 2024. The California and Florida governors have sparred on the airwaves other times this year. Newsom released an ad over Independence Day weekend urging Floridians to move to California over DeSantis’ policies on education and voter registration. A Florida PAC responded with a parody of Newsom’s ad that used some of the same footage to depict how DeSantis’ policies allowed Florida residents to go outside or attend school. On Thursday, Newsom called for a federal investigation of southern state governors’ migrant bus program.

Russia-EU gas flows via Ukraine steady, Nord Stream remains shut
Sept 20 (Reuters) - Supplies of Russian gas to Europe via Ukraine were steady on Tuesday morning, operator data showed, while deliveries through the Nord Stream 1 pipeline remain at zero. Nominations for Russian gas into Slovakia from Ukraine via the Velke Kapusany border point stood at 36.9 mcm on Tuesday, little changed from 36.8 mcm seen on Monday, Ukrainian transmission system data showed. Russia's Gazprom GAZP.MM said it will ship 42.4 million cubic metres (mcm) of gas to Europe via Ukraine on Tuesday, in line with recent days.
Flows via the Nord Stream 1 pipeline, which runs under the Baltic Sea from Russia to Germany, remained at zero. Flows through the pipeline were halted on Aug. 31 for what was supposed to be three days of maintenance, but the pipeline has not reopened, with Moscow blaming supply disruptions on Western sanctions and technical issues. Eastbound natural gas flows through the Yamal-Europe pipeline to Poland from Germany at the Mallnow metering point stood at 1,510,182 kilowatt hours per hour (kWh/h) at 0800-0900 CET, up from levels over 1,000,000 kWh/h for most of the previous day, data from pipeline operator Gascade showed.
