It is addressing an important information philosophy question:
For any set of government information, what the logic in how the information is ex post 'proved' as either classified or declassified?
Is the burden on a third party to prove the information is classified or declassified, or, is the burden on the SOURCE to prove it's classified or declassified?
And what would this look like?
Suppose I as POTUS possess a set of information.
Suppose the allegation is: "That information is classified"
Do I have the burden of proof to prove it's declassified, or does the SOURCE OF THE ALLEGATION have the burden of proof to prove the information is classified?
And then go further.
Suppose it's my burden to prove it's declassified. Wouldn't I just be able to STATE the information is declassified since I have unilateral authority?
Suppose it's the accuser's burden to prove it's classified. Wouldn't THEIR 'source' to know whether it is or isn't…be me as POTUS as well?
