David - do you understand how important agile development concepts are right now? Likely not, I will help develop your understanding. How do you create a culture of innovation within an organization? In short, reward innovation and penalize the lack of innovation. How do you stifle innovation? In short, reward risk avoidance, policy & bureaucracy creation, freeze the middle of the organization on coast to retirement. Do you have any idea how steep the curve is regarding the rate of innovation over unit time? Can you articulate how the fields of AI, Robotics, Internet of Everything (IoE), Quantum Computing, Cybersecurity are creating change in the curve of the rate of innovation over unit time? Can you articulate how 100% Digital Engineering and Rapid Prototyping in the Department of Defense influence the rate of innovation? You should immediately begin researching the feasibility of writing a grant to explore state wide revolution in the school system administration bureaucracy and your school to implement a Agile Scrumban Project Management practice and to develop a shift in the entire curriculum management to be Agile Process focused.
The DoD was put on auto pilot to defend the American way of life as a Constitutional Democratic Republic during President Donald Trump's first term. The United States Department of the Air Force was both forced and made the choice to execute the mission handed to them by the Commander In Chief. There was a tectonic shift in their public commentary about the vulnerable underbelly of the Air Force, the wounds causing the bird to fall from the sky, and the remedy to heal and gain altitude. The question for Air Force leaders to ponder in 2016-2017 revolved around how to thaw out the frozen middle of the Air Force Leadership that were stifling innovation and maintaining an unhealthy, immoral status quo. The question for the Air Force between 2018-2020 was how to connect its shooters and sensors into an Internet of Military Things (IoMT) to execute and deploy the new Mosaic Warfare Doctrine. Can you articulate how fast the United States of America changed? As goes the US Air Force, so goes he world. How? The Department of the Air Force currently has the ability to rally enough Allied Forces and create a condition of Joint (International) Domain Command & Control; a condition where the Combatant Commanders Intent is clearly articulated homogenously throughout the military and law enforcement community and the arrayed forces are coordinated well enough to control the battlefield. Controlling the battlefield allows the Combatant Commanders to engage the enemy at a place and time of their choosing with any number of available vectors. Controlling the global battlefield requires the ability to defend against attacks when and where the enemy decides to go on the offense. The Combatant Commander General Charles Q. Brown's intent is "Change Faster or Loose" - 22nd Chief of Staff of the United States Air Force.
2017 - "Thaw the Frozen Middle"
2018 - "Fight's On!"
2019 - "Does it Connect? Good. Does it Share? Better. Does it Learn? Perfect!"
2020 - 'The Industrial Military Complex (MIL) has failed the United States of America, and the only way as a nation that we will maintain Air and Space domain superiority as required by the National Defense Strategy is to turn to the innovators of the Private Sector of American Private Business and Market Capitalism. The American culture has resulted in one of the most innovative populations on the planet. China, Russia are examples of Peer Nation States that are pressing forward through the technology acceleration. Great Powers such as the distributed network of secret societies are launching companies in the private sector to expand power and control of the battlefield.' (Paraphrase)
