Make a Database with several theme/(characteristic) fields
and one for the link or filename.
Then you can use SQL commands to sort by whatever combination of theme/(characteristic)s your looking for.
Just an example of how you would "tag" memes quickly in a MySQL database on a webpage.
After you have tagged attributes to them all
using this kind of an interface.
You could them display all memes by the selected tagged criteria. there are lots of tutorials on how to do this.
It's been years since I had done this but was easily able to get up to speed had my test DB
