If what I am understanding is correct, the conclusions of the report are finding that the FBI, although littered with political bias, did not allow that bias to sway final decision making. I may be off base, but this might be a very good thing. If you are trying to prove a much more nefarious motive, it is good to eliminate the "I just had a political perspective that swayed me" argument. Perhaps now the intent will be to prove that the intentions we not anti Trump, but actually anti America. You can't bring charges of treason for political bias after all.
