If you have, then you'd know that it is a HELLUVA lot of work to join all of those defendants. To convince the judge that all are acting in concert and to keep them joined. It has to be PERFECT. Feds play for keeps. They don't bring charges unless they are convinced they will obtain a conviction. Anything else, why bother? Double jeopardy. Get it right the first time. Don't get a second chance. Don't want a mistrial either.

Joining the defendants, establishing PROBABLE CAUSE that they are all acting in concert, is more difficult than it looks. Call me a fucking shill I really don't fucking care.
