I was a Drug and Alcohol Education Specialist in the Army in the 70's. I know exactly what you are talking about. The only hope we have is that we helped them through difficult times.
Back in the day you could take advantage that the phones were poorly balanced and that they drained the offset created to ground.
You could simply take a op amp configured in differential mode and stick two stakes in the ground and you could pick up the calls in your neighborhood.
You could talk to people or just listen between the rings on your own phone just by capacity coupling to the line. The phone used 48 Volt DC with voices carried as pulsating DC components. These could be decoupled with a capacitor without interfering with the connection.
Used to freak people out when I talked to them between the rings when they were calling or just listened to them before I picked up the phone. :-)
