RR overplayed his hand. He sensed that we were going to make a huge noise if they extensively visibly redacted the OIG report. So they just deleted and changed things wholesale.
It is so much worse now. If he willfully removed things to cover up abuse, this so much worse than facing the music if an EO was issued to unredact blacked out text. He did not think this through.
