We do need to secure networks, civilization rest on their integrity but to be secure FOR ALL a network must be secure FROM ALL.

We have the basic engineering plan and many of the elements, but this is a network to serve the world and it must be an international project at Manhattan project scale and like priority.
We must have scientists from all nations if all nations are to trust the network and it is, or should be our highest national security priority in technology.
