Apparently, I misread this by assuming 'Naval Forces Europe' meant a European nation's naval forces. It likely refers to US Naval Forces Europe (https://www.c6f.navy.mil/):
'U.S. Naval Forces Europe and Africa / U.S. Sixth Fleet'. The question remains, though, was this Atlantic Thunder 2022, and what's on her deck and why? Interesting timing.
